Marsha Cotugno comes to Phase 2 Consulting from a long career of management and fiscal  oversight. Prior to joining Phase 2 Consulting, Marsha was an administrative coordinator in the  Clerk’s office in the City of Providence, RI. Before that, she was an Associate Director at  Providence Community Action. A nonprofit anti-poverty CAP agency in the Capital City that operates, promotes, and supports the development of human services programs aimed at improving the lives of low to moderate income individuals and families living in Providence County.
